OECD ITA 2023 launch
OECD: Canada the most attractive country for international start-up founders

Lately, there has been a growing interest from OECD countries in attracting foreign entrepreneurs, to promote innovation, job creation and increase competitiveness in the globalised knowledge economy. Starting in 2010, 22 OECD countries have introduced specific visa programmes and schemes to attract and retain top entrepreneurial talent.

The OECD Indicators of Talent Attractiveness (ITA) is a tool to capture the strengths and weaknesses of OECD countries regarding their capacity to attract and retain different types of international talent. The 2023 edition, launched on March 9 in Berlin, includes for the first time, a focus on Migrant Start-Up Founders.

In this new category, Canada has been rated as the most attractive country in the OECD, with high scores in all dimensions and a start-up visa that offers several advantages for prospective start-up founders. However, the immigration policy framework for them is not particularly favorable, as their spouses do not enjoy full access to the labor market and there is no direct path from the startup visa to permanent residence.

LM policy implications
As Language Models and Generative AI take the world by storm, the OECD is tracking the policy implications

AI language models (LM) are at the heart of widely used language applications like ChatGPT, which has become a household name thanks to its apparent benefits. As individuals and organisations are integrating language models into their functioning and services, questions are being raised about how to ensure these transformative models are beneficial, inclusive, and safe.

Policymakers, are beginning to explore related societal impacts and taking action to contain potential risks. In early April, the OECD released AI language models: Technological, socio-economic and policy considerations, an overview of the AI language model landscape with policy considerations based on the OECD's 5 AI Principles.

Some of the main findings of the report focus on the risks and ethical questions posed by LMs, such as producing discriminatory or rights-infringing results and leaking confidential information. Or actors manipulating opinion on a large scale and automating misinformation and disinformation in a way that can threaten democratic values.
